Since 1995, and only by FSB in Russia. MVD uses AK-105, 5,45mm version of this gun.
Also, 100-series AK-s was ordered by several nations (India, for example), but I don't know if AK-104 was among the orders.
Also, civilian carbine Saiga-MK was based on AK-104.
