Modular design allows to transform it very easy between standart, LB and CQC variants... But the profit of this feature is debatable.

Nice weapon, but it would be ancient by 2060.

At that point weapons have gone past rubber cases and being incased their own powder.

Well... I don't believe in bright future of caseless ammunition. :)
Plastic casing do nearly the same mass reduction with less problems (like chamber overheating or need for special obturation system).

Don't believe in them much either...
Also, as shown by US, only religion may prevent you from firing SABOT's from traditional threaded barrel. :)

Well, the general point is that technology in "Era Astra" setting failed to minituarize railgun just to make a viable infantry service rifle with these tech. So - infantry still carries firearms (traditional automatic projectile rifles) and railguns are the weapons of starships (for example, battleship-grade railgun batteries have the powers in tens or hundreds tons of TNT per every shot - and they projectile they use carry no explosive because none needed, all power come from kinetic energy).
It is now more than millenia past present time, and in 3050s the world beginning to experience the first advent of plasma weapons, and they are expected to replace projectile weapons over next 50-100 years (after their design flaws are fixed, and that's only a matter of time).

And that statement is well - not quite true. Lightened musket (smoothbore muzzle-loading flintlock) was introduced as a main service arm for European armies' infantry in the middle of 17-th century. And then it maintained it's hold about 200 years with only slight modifications - such as introducing cap-lock mechanism instead of flintlock in early 19-th century), with the advent of breach loading rifles only in second half of 19-th century. 
Hand-held plasma weapons of 31-st century are somewhat in their infancy - they still have low ammo capacity per standard battery and have overheating problems. However, that's the case for humans, for example, at least some other races have achieved more perfection with directed-energy weapons.
